Lord Matthew Taylor of Goss Moor will be the next Chair of Cornwall Partnership NHS Foundation Trust.
He succeeds Margaret Schwarz, who leaves the Trust at the end of the year having served the maximum term for non-executive board members.
Matthew has a long history with Cornwall and the Isles of Scilly.
He was the former MP for Truro and St Austell for over 20 years. He became a member of the House of Lords in 2010 after receiving a peerage in the Dissolution Honours List. He also has a wealth of board level experience in private sector organisations, including the National Housing Federation (representing the not-for-profit housing sector) and the Kensa Group Ltd.
Matthew said “As a lifelong Cornish resident and passionate advocate of the National Health Service, I feel privileged to be asked to take on this role.
“Cornwall Partnership NHS Foundation Trust is responsible for delivering a vital range of NHS services across Cornwall and the Isles of Scilly. I am, like everyone across Cornwall, reliant on and hugely grateful for the fantastic work the more than 4000 dedicated staff put in day in and day out all year round.
“It will be a real privilege to work with them to meet the challenges of delivering the highest quality services possible across every community.”
Trust Chief Executive Debbie Richards said: “I wish to thank Margaret for her outstanding contribution to the Trust over almost 10 years, serving 4 years as our Chair. She has been a compassionate and inclusive leader and has led the Board with improving patient care at her heart. We wish her the best for the future.

Governors from the Trust were joined on the panel by John Govett, Integrated Care Board Chair of NHS Cornwall and Isles of Scilly and NHS Devon.
John said: “I am delighted to welcome Matthew in his new role. His extensive experience, knowledge of Cornwall, and proven leadership at board level make him an excellent appointment.
“His experience and insight will be invaluable in guiding the Trust. I look forward to working with him to continue improving care and services for patients and communities.”
Matthew will chair his first Board of Directors meeting in January 2026.
